nd chamber where all of it is repeated. It the bill is accepted in both chambers in the same version it is send to the President. By signing it it becomes a law, but President can also veto the bill and it goes back to Congress. Presidents veto can be override only by the two-thirds majority in both chamber. President can also choose to také no action and then the bill becomes a law after ten days. The Constitution says that the majority must be presented to make decision in Congress. It also says that Representatives or Senators cannot be arrested with some exception as treason.
There are some differences between American Congress and other parliamentary systems. In Congress both chambres are equal but in other countries such as our republic one chamber is more imporatant than the another, which serves only as a control of the stronger one. Other difference is in voting. In our country representatives must vote according to their party. In United States members are mostly divided into two big parties, Republicans and Democrats, but they are free to vote their own conscience. Of course the party leaders have some instruments to make memebers vote as they want e.g. they can cut off money for the campaign. We can say that a Congressman is ultimately responsible to his constituents, not to his party. Big advantage of the Congressional systém is that even small states has equal representation as big states in the Senate.
