Congress has power to accept new state to federation. If there is a deadlock in election and no candidate for Presidesnt reaches majority of votes House of Representatives may elect new President from three candidates with the highest number of votes. It is same with the Vicepresident who can be elected by Senate.
Important task is to supervise and control executive power and steps of the President. Congress can create special commissions to investigate serious problems in various cases. This commissions gather informations and hold hearing which are usually open to public or, if they are important, reported to mass media.
Interesting fact is that Congress can impeach any federal official even President. Simple vote majority is required for this. If the official is covnicted by the two-thirds of Senate votes he is removed from his office.
There are four types of proposals which can be introduced to Congress: bills, joint resolution, concurrent resolution and simple resolutions. Concurrent resolutions and simple resolution are not laws and serve as a statement of Congress. Proposals are mostly introduced at behest of lobbyists. Congressional lobbyists have to be registered in a central datebase and now there are almost 35,000 registered Congressional lobbyists. According to Constitution the proposal considering revenue can originate only in House of Representatives. Each bill goes firstly to appropriate committee which send the bill to the Congress or reject it. In Congress there is a debate and bill can be amend and then follows final voting.
